Captain Frederick J. Passman received his commission in September 1970, after his reserve enlistment as QM3 of 3 years. After attending the second Surface Warfare Officer School pilot class he reported to USS McKean (DD-784) as Auxiliary and Electrical Officer, Damage Control Assistant, and Interim Chief Engineer. He left active duty in September 1973.
Captain Passman’s Reserve operational duties include Operations Officer aboard USS Decator (MSO-429), USS Affray (MSO-509) and USS Edson (DD-946). He was also Selected Reserve (SELRES) Executive Officer in Affray and Edson. He served as Operations and Commanding Officer at Fleet Training Group San Diego Det 210, in Houston, TX, commanded FSTU 2013 Great Lakes, FSTU 1610 Houston, Fleet Training Center, Great Lakes, Naval Control of Shipping Office, Puget Sound and Naval Control of Shipping Officer, Indian Ocean.
Captain Passman then served as Manpower and Mobilization Officer for Naval Reserve Readiness Command Thirteen and his last Navy Reserve billet was as Commanding Officer Military Sealift Command, Wilmington, Detachment 106 until his retirement in September 1998.
Captain Passman’s personal awards include the Navy/Marine Corps Commendation Medal (4 awards), National Defense Service Medal (2 awards), Vietnam Service Medal, Navy Reserve Sea Service Ribbon, and the Armed Forces Reserve Medal (3 awards).
In his civilian career, Captain Passman received his Ph.D. in marine microbiology from the University of New Hampshire in 1977. He has spent all but six years as a consulting microbiologist specializing in damage that microorganisms cause to industrial systems and process fluids. In 2022 he received STLE’s Excellence in Education award and the International Association on the Stability and Handling of Liquid Fuels’ Lifetime Achievement Award. From September 2022 to September 2024, he was President of the International Biodeterioration and Biodegradation Society. He is married to Willa Inlender, has two adult children and two adult grandchildren. He and Willa live in Princeton, New Jersey.
